No, this is just the largest described abelisaur. There's a decent chance that the Kenyan abelisaur could be somewhat larger.

They don't. Abelisaurus itself, Aucosaurus, and Rajasaurus all have longer skulls than Carnotaurus. There's no reason to assume that Pyconemosaurus had such a short skull considering it's only known from very scant remains.
