This sounds like a good thing, though I worry this could just change one greedy jerk who wants to sell important fossils to a collector for another.

While this is much better than mineral based ownership, they should be government property as they are historical artifacts. This precedent is going to turn around and become a problem eventually.

Yeah this is absolutely ridiculous. They're scientific artifacts, not private property.
