Sorry I'm late but yes, it's the Recur Ophthalmosaurus
It has giant eyes
It's a soft vinyl figure
It borrows the color scheme of the Ophthalmosaurus from Dinosaur King
And it makes the common mistake of making the iris fit the shape of the whole eye
