I was wondering can anyone help me buy that blue Kleinwelka?
I've asked the seller if they could ship to the UK but they don't want to so if someone could help me out it would be a real big help.

Did they mention why? If it is because of the risks of shipping, I can relate.  I had some items which never arrived, both, as a seller and as a buyer. And if they come back, one has to pay for that, too.

It seems to me while browsing Ebay.de that a relatively high proportion of German Ebay sellers don't do Paypal. Is there any truth to this? There was one lot I wanted to buy but they didn't accept Paypal. (I only use Paypal on Ebay).

I honestly do not understand why they do not allow Paypal, it is a secure means of payment and protects you against sellers.

I guess it´s also a mentality and/or age thing. (Elder) Germans are generally not that confiding when it comes to money exchange via external providers and sometimes even thing it´s naive to trust anything differing from the traditional banking.
Watching my parents struggle to eventually allow and manage online banking so they would not have to leave the house for throwing traditional remittance slips into a box, I shouldn´t really wonder when even younger Germans don´t trust PayPal. It´s the worry of being scammed and the (partly justified) mistrust for PayPal and virtual  money disappearing in the depths of the internet.
As for myself, I do have PayPal and online banking of course, but as a 42 year old I already belong to a minority I am sure.
