I don't think it's too bad if you're into the Chap Mei aesthetic. It fits in quite well with the rest of its Chap Mei brethren. It is poor as a standalone toy however.

I think the new repainted sitting Tyrannosaurus is very reminiscent of something John Sibbick would illustrate. Brightly coloured, patterned back with a duller underbelly.

I don't own one myself, as I don't collect Chap Mei, but I here is a pic i found on the web:

I own it and it's awesome! The wings even flap when you press a button on his back so he can grab the human figures. I love how detailed and accurate the feet are, even if they're oversized.

it amazing how a company like chap mei can get a somewhat decent feathered raptor while other companies still mess it up. 
Specially on the wings, even though I can´t see if they are attached to the second finger( which are probably not) they are actually in a good size and shape. Of course this guy has its flaws like the oversized mohawk and the tiny tail.
