A new study estimates the phylogeny of cerapods and finds that heterodontosaurids are actually ancestral to pachycephalosaurs. I don't know how well this will hold up; I think it's pretty likely that heterodontosaurs aren't monophyletic, but there's sparse enough sampling in ceratopsians and the outgroup taxa that I think some of the authors' putative synapomorphies should be regarded with a bit of skepticism.
