Well the tardis did that dinosaur a bigger favor than captain Jack.

And I suppose it could be silurian genetic inhancements, or that silurians particular brand of braggadocio. Do they ever even say the dinosaur was from earth's past? In various doctor who stories dinosaurs have been taken off earth maybe it's a tyrannosaur that got to evolve on a low gravity moon eh?
