Feathers are excellent and cost-effective way for creating ferns and palm trees as demonstrared in Tyrantqueen's link. You just need to coat them with diluted glue and the paint them over with acrylics.

I might try building the fenceposts out of of wood. Thats easy to work with, relatively cheap and you can always paint it over with some metallic paint.
