if it has a large fleshy covering, then yes, it could of have its teeth completely or even partially hidden.

Its more common for an animals teeth to be covered with the mouth closed. This is true of every modern animals that isn't aquatic or semi aquatic. That being said I rarely see dinosaurs portrayed this way, despite their not being any reason to show their teeth hanging out. Ultimately its up to the artist how they want to depict it, neither way is objectively provable so neither is right or wrong.

Tyrannosaurus is looking very cool, I love the raised scales along the center ridge of the skull.
