It was published last fall (paywall: http://www.tandfonline.com/doi/abs/10.1080/14772019.2017.1391884), but I only became aware of it when the Smithsonian magazine wrote it up:

Found by a kid touring the Candelaria monastery in Boyacá, Colombia, who saw it in a paving flagstone, took some photos, and showed them to paleontologists who recognized it was new.

I really like those fish fossils, where you can see all of it's skeletal anatomy. This one is pretty nicely conserved and I like it's pointy face  :))

I agree that is weird that people missed it for so long!

Interesting fish and find. Kind of reminds me of an ichthyosaur with its head.

I'm sure people noticed it but assumed that since it was being used as pavement it must be unremarkable. I actually don't think that's unreasonable. It took the luck of someone snapping a photo and sharing it. Whenever you're around shale or limestone, it's worth taking a look!
