broken JP/LW ramming Pachy toy

So my wife picked up a few dinos at a flea market. I should have had her look them over but that was my fault. Anyway...one of them was the large Lost World Pachycephalosaurus with the ramming head. However, when she brought it home, and I had a chance to examine it, I have found that the mechanism that keeps the head spring-loaded is broken and/or missing. Essentially, the head is locked in the "ready" position but when the button is pushed on the back of the figure, the head does not pop back out. It does release the head from a locked position but this only allows me to pull the head completely off the figure.

Anyone have any insight or ideas on how to repair this? I was actually looking forward to getting it (I forgot how actually large it was!), and would like to restore it in some way so it doesn't permanently appear as if someone "bonked" the dino's head into its shoulders.
