That is a superb piece.  What a splendid way of combining two models to create interaction.  As to which is the female: my first impression is that the male has dug a burrow and is tempting the female to come and inspect how wonderful it is (compared to others on offer from other local males).  She is interested and coming down to have a look.  But I can equally reverse their roles and think of the bright blue splashed one as the female.  She is going in to tend to eggs/young, while the male keeps watch above.

Neither of the figures is affixed to the base so they can be moved to alternate locations....my thoughts on the piece were dinosaurs would tend to be much like birds....the birds I was considering usually have the male with display features...brighter colors, combs etc. So for me the one with the brighter tail and brightly colored throat might be male, who is building the physical nest while the female keeps watch for predators.
