1994 "Spinosaurus" - who made it?

Hi all,

I have had this little guy in my collection for as long as I can remember. A gift from my childhood.

The text on the belly reads:
SPINOSAURUS
MADE IN CHINA
(R) 1994 H

I love the retro design of it, even though it is very obviously not a Spinosaurus. If anyone has any information on this piece I would be very grateful, as I cannot find anything online.
