The best advice I'd give is that at least one good metal sculpting tool is more important than what putty you use.

I've painted models (aircraft) and other items (tools), but never sculpted, but I probably just need to take a leap of faith and just try. I'm just concerned about any prep-work, etc. Like do I need to remove paint from the area I'm sculpting? Stuff like that, because I would absolutely hate to trash a nice figure.

Yes indeed, there's quite a few figures in that thread that I plan on buying to modify and I perused that thread hoping to find some info, but to no avail.

No, you don't need to strip the paint off before you sculpt over it. Two-part epoxies will adhere just fine to a painted surface. I'd give the figure a good scrub with soap and water (and let it fully air dry) to remove any dirt, dust, or oils from your hands, but that's the only prep work I do before I sculpt on a figure.
