In my conversations with employees of Canada Post I've been told that even if I'm shipping something that someone bought from me they're labeling it as whatever the equivalent declaration is to a gift because I'm shipping it as a private citizen and not as a business. An eBay store is a business, it's very different from a private citizen selling something. Someone selling something they decided not to keep is different from someone buying something whole sale or bulk and selling them, even if they aren't registered as a business.

It clearly works differently in Europe because when I walk into the post office unaware of what to declare as a value they tell me to declare the items original retail price. I've even been told specifically not to declare an item at the value I was paid and instead use the price I would have paid originally because the only benefit to declare a high value on something is in case it gets lost or I request a refund in some way, and that some countries that use privatized postage might ransom the package for more than it's likely worth.

We're talking about two completely different things: you're talking about private while I was talking about professional sellers (web stores, Ebay, Taobao agents etc..).
As a private, you can send a gift to a friend living in Europe for free.
And you can freely declare an item's value you prefer.
But if you're sending to a "friend" a brand new item with its package, the "friend" sent you back a payment for the item and you're writing a lower value to avoid Customs fee, then the foreign Customs can accuse you of fraud about illegal import of a commercial item eluding local taxes.
In my Country an item priced less than 22 euro can freely be received without Customs fee.
A professional seller must include the required documentation about the transaction and can't declare a lesser value for the item because it's illegal.

Customs taxes are quite high in my Country so I don't like them very much; but that's how it works....


In my customs service of Spain according to I was informed in www.correos.es, they demand a customs tax if the shipment is international yes or yes, that is to say like it or not, if the price of the shipment exceeds 150 euros. That is to say it has to pay a tax rate what they comment on the internet that they stay with the packages certain customs companies do not believe it because simply what happens is that certain people who have paid products higher than that price have been told that they have as is It is logical to pay a certain amount and have been denied.

Mega-props to brettnj - he's handled large, complex orders for me with speed, accuracy, and good humour.  Not only will he run custom searches (in addition to his normal email notices), he will order a wide range of items well outside the dino-world that are available from yahoo.jp  Overhead is reasonable and competitive with equivalent services; plus you get the upside of dealing with an actual human.  Advice for online translators: use Google Translate in Chrome, although Microsoft Translator is not too bad (and tracks well with Google).  Weblio, Babylon, and  Excite are OK but uneven.  Don't even bother with Systran.
