I'm not sure if this is the best place to ask, but are these tariffs mostly just focused on manufactured goods? Or are there blanket tariffs for anything coming from certain countries (such as items claimed as "geological samples")?

Anything that's been paid money for you can be charged. Whether that will be enforced on items outside of manufactured goods I have no idea, it all seems very inconsistent right now.

That's right anything of material value will be charged tariffs, theoretically.  Even if the recipient of the item didn't pay for it (eg a gift) or even if it's a used item of decreased value.

About the only things that would not be subject to tariffs is letter mail eg letters, birthday cards, snapshots etc.  But things like baseball cards, stamps etc would be charged tariffs based on their value.

And are forwarded to Spain

Also (and forgive me if this is not the place)  what happens if your unable to pay? :-\

I wasn't sure since I thought I saw a list of different goods like toys, clothes, etc. with different tariff rates but it seems that each new tariff plan is a little different. And I don't think natural items were on it but that was a while ago.

I would imagine it'll be like a regular postage due where the sender didn't pay enough postage. There's a space on the 3849 your carrier can check for customs but I haven't had to collect for a customs fee so far. You can either pay or return it to the sender.

marking them as gifts will make no difference.  Tariffs will still have to be paid.  An obvious loophole that has been plugged long ago.
